As the UN Committee against Torture (CAT) noted in its Concluding Observations on Russia in August 2018 (CAT/C/RUS/CO/6), repeating its 2012 Concluding Observations recommendation “The Committee once again urges the State party to criminalize torture as an independent crime. The State party should also ensure that its definition of torture fully conforms to article 1 of the Convention, that the penalties for torture in its laws reflect the grave nature of the crime, as set out in the Committee’s general comment No. 2 (2007) on the implementation of article 2, and that perpetrators are not charged solely with other crimes which carry lower maximum penalties and are subject to statutes of limitations.” Multiple torture cases, impunity for torturers สล็อตเว็บตรง
